Today Minister's priorities include synchronization of Baltic States electricity system with the EU, development of regional gas market and promoting of sustainable renewable energy.


 

Małgorzata Jarosińska-Jedynak

The Minister of Development Funds and Regional Policy

jedyniakOn 15 November 2019, President of the Republic of Poland Andrzej Duda appointed Małgorzata Jarosińska-Jedynak the Minister of Development Funds and Regional Policy. Between 29 November 2018 and 15 November 2019, Minister Małgorzata Jarosińska-Jedynak served as the Undersecretary of State in the Ministry of Investment and Economic Development. Among other things, she was dealing with the implementation of EU funds for innovation (Smart Growth Programme), digitisation (Digital Poland Programme) and human capital (Knowledge Education Development Programme). She was also responsible for supervising the Accessibility Plus programme; co-authored the Act on Accessibility. She coordinated the implementation of programmes co-financed from Norwegian and Swiss funds. From the beginning of her career, she has been associated with the local government. For several years, she has been dealing with EU funds, regional development and entrepreneurship support. For 10 years, she worked in the Marshal's Office of the Podkarpackie Province where she went up the entire ladder – from the Inspector to the Director of the Department of Entrepreneurship Support. Previously employed in the Office of Podkarpackie Province and the Tyczyn Commune and City Office. She is a graduate of the Faculty of Construction and Environmental Engineering at the Rzeszów University of Technology where she obtained the Master of Science Engineer degree in environmental engineering. She also completed post-graduate studies in health and safety at work management at the same university. She speaks English. She can also communicate in sign language.


 

Piotr Dziadzio

Secretary of State at Ministry of Climate

dziadoGraduated from the Faculty of Biology and Earth Sciences of the Jagiellonian University with a Master’s degree in Geology, with a major in stratigraphy and exploration. He received a PhD in geology from the Polish Geological Institute. He also completed post-graduate studies in management at the National-Louis University School of Business in Nowy Sącz. Holder of Category I geological license. He started his professional career in geology in 1992 at the Institute of Geological Sciences of the Polish Academy of Sciences. In 1993-2006, he worked at PGNiG S.A. at the Geonafta Geological Office in Gorlice, as well as the Department of Deposit Exploration in the Regional Centre in Jasło. In 2006-2011, he was Managing Director of Narzędzia i Urządzenia Wiertnicze sp. z o.o. in Gorlice. In the years 2012-2013 he worked in private companies in the field of raw materials extraction. Since 2014, he has been working at the Oil and Gas Institute – National Research Institute.Piotr Dziadzio is a long-term member of the Scientific Association of the Oil and Gas Industry Engineers and Technicians. In 2016, he was elected Secretary General of this organisation, a post he held until 31 July. From 2004 until today he was also the editor-in-chief of Wiadomości Naftowe i Gazownicze (Oil and Gas News) magazine. Since 2016 he has also been secretary of the Polish National Committee of the World Petroleum Council. He is also the author of numerous scientific publications, studies, projects and geological documentation. He is a 3rd degree Mining Director and holds the Honorary Distinction of Merit for Mining in the Republic of Poland, which he received for his work for the Polish mining industry in 2008.


 

Ole Toft

Ambassador of the Kingdom of Denmark to Poland

toftAmbassador of the Kingdom of Denmark to Poland. Diplomat and government administration worker specializing in European Affairs. Completed his master's in law at the University of Copenhagen. Since 1994 associated with the Ministry of Foreign Affairs he held positions in the Middle East and Northern Africa Department, the European Policy Department and as Head of the Executive Secretariat. In 2001, he became the European policy advisor at the Prime Minister's Office. Three times he was posted at the Permanent Representation of Denmark to the European Union in Brussels: in 1998 as the Secretary of Embassy, in 2004 as the Counselor, and in 2013 as the Deputy Permanent Representative. In 2015 he was appointed as the Under-Secretary for Resources and Operations at the Ministry of Foreign Affairs. In 2017 he became the Director of Fisheries at the Ministry of Foreign Affairs and later moved to the Ministry of Environment and Food. He is married and has two sons.


 

Jerzy Kwieciński

Jerzy Kwieciński is a graduate of Faculty of Materials Engineering of the Warsaw University of Technology and holds a degree of Doctor in the field of technical science. He also completed a postgraduate course for managers at the Warsaw School of Economics and an international Master of Business Administration programme run by the University of Antwerp, the University of Staffordshire, the Free University of Brussels and the University of Warsaw. Jerzy Kwieciński also has experience in academic and R&D work, which he gained, among others at the Warsaw University of Technology and as a visiting professor at Brunel University of West London. Mr Kwieciński has more than 30 years of international experience in strategic planning, management of large organisations, programmes and projects in the public, private, non-governmental and scientific research sectors, including energy sector. From 1993 to 2004, he worked for the European Commission Representation in Poland, where his duties included management of programmes and projects financed by the European Union. He also participated in the works preparing Poland for membership in the European Union. Between 2004 and 2005 he was the President of Europejskie Centrum Przedsiębiorczości Sp. z o.o, where in 2008-2015 he acted as a Vice-President of the Management Board. In 2005, Mr Kwieciński took a position of the Undersecretary of State at the Ministry of Regional Development, headed by Minister Grażyna Gęsicka, where he coordinated the national development policy and cohesion policy, including the work on the National Development Strategy for 2007–2015 and the National Cohesion Strategy for 2007–2013. In 2008–2015, he served as President of the Management Board of JP Capital Group sp. z o.o., specialising in preparation and implementation of projects and innovations, including establishing and running start-ups. In that period he was also head of  Fundacja Europejskie Centrum Przedsiębiorczości (European Entrepreneurship Centre Foundation). Since 2015, he has been a member of the National Development Council, appointed by President Andrzej Duda. In November 2015, he was appointed the first deputy of the Deputy Prime Minister Mateusz Morawiecki in the Ministry of Development in the government of Prime Minister Beata Szydło. From January 2018, he held the office of the Minister of Investment and Development in the government of Prime Minister Mateusz Morawiecki, and from September 2019 he served also as the Minister of Finance. He held both functions until November 15, 2019. He worked on, among others preparation and implementation of the Strategy for Responsible Development and implementation of cohesion policy.


 

Paweł Jabłoński

jablonskiBorn in 1986, Paweł Jabłoński graduated from Warsaw University Faculty of Law and Administration. Attorney-at-law, practised between 2011 and 2018. Deputy disciplinary officer at the Warsaw Bar Association (2016-2018). In 2018 he was appointed advisor to the Prime Minister responsible for international and legal affairs, then a deputy director of International Project Coordination Department at the Chancellery of the Prime Minister. In November 2019 he was appointed deputy Minister of Foreign Affairs, responsible for Economic and Development Cooperation, Africa and the Middle East.


 

Jarosław Wróbel

Mr Wróbel completed MA studies and a postgraduate doctoral course at the University of Economics in Katowice. He also completed a postgraduate course at the Faculty of Electrical Engineering of the Warsaw University of Technology as well as an Executive MBA programme (University of Gdańsk and RMS Erasmus University) and a Post-MBA programme (University of Gdańsk and Swiss Business School). With the energy sector since 1992. From 1993 to 1999, he worked for Elektrociepłownia Będzin S.A., where he was responsible for the development and implementation of a restructuring programme as well as for the preparation and execution of the first capital privatisation in the Polish power industry via the Warsaw Stock Exchange (‘IPO of the Year 2008’ award). With PGNIG S.A. since 2002. In 2003−2013, he served as Economic Vice President at Górnośląska Spółka Gazownictwa sp. z o.o. Author and Sponsor of the programme to implement an Integrated Platform for process support based on ERP and CIS solutions at Górnośląska Spółka Gazownictwa sp. z o.o. Then he carried out projects for fuel and power sector companies as well as for IT companies. One of the creators of the IT/OT model for the PGNiG Group. Between January 8th and March 1st 2016, Mr Wróbel served as Member of the Management Board of Polska Spółka Gazownictwa Sp. z o.o., and from March 2nd 2016 to February 16th 2018 – as President of the company’s Management Board. Under his leadership, the Company developed and implemented a strategic package of changes for the Polish gas distribution industry for 2016–2022, and won the Polish Quality Award in the category of large economic organisations in 2017. In the period April 17th 2018–December 31st 2019, Mr Wróbel was President of the Management Board of ORLEN Południe S.A. One of the creators and Sponsor of Programme to construct a modern biorefinery at ORLEN Południe S.A., based on the Trzebinia and Jedlicze Refineries, serving as a competence centre in biocomponents and biofuels for the ORLEN Group. He completed numerous training courses in management, finance and IT. Author of publications in industry press. Grade III General Mining Director.


 

Arkadiusz Sekściński

Arkadiusz Sekściński holds a PhD in social sciences (political science) from the University of Warsaw. He was the organiser of the Internal Security study programme focusing on Energy Security, and a lecturer in such subjects as “Poland’s Energy Policy”, “Energy Policies of Contemporary Countries”, “Renewable Energy Sources” and “Planning and Financing Investment Projects in the Energy Sector”. Author of research articles in Polish and English. He received his Master of Business Administration an MBA Energy programme at Lazarski University. He held a scholarship from the Foundation for the Development of the Education System (University of Bergen, Norway), the Leonardo da Vinci Programme (the Białystok Province Regional Office, Brussels, Belgium), the Socrates – Erasmus Programme (Kapodistrian University of Athens, Greece). Mr Sekściński started his professional career in the energy sector in 2007, working as a consultant in companies providing advisory services to businesses operating in the heat and power sector. From 2011, he served as director and member of the Management Board of the Polish Wind Energy Association. In 2016, he joined PGE Energia Odnawialna S.A. where, as Vice President and acting President of the Management Board, he supervised investment projects, innovation, operation of generation assets, communication, human resources and security. He served as president of special purpose vehicles responsible for the construction of onshore wind farms and development of wind farm projects in the Baltic Sea. He was also Head of the Photovoltaic Development Programme at the PGE Group.


 

Robert Perkowski

Robert Perkowski is an economist (PhD in Economics) and member of the local government. He completed a post-graduate course in Management Analytics at ORGMASZ Institute of Industry Organisation and Management, where he also completed International Doctoral Studies. His PhD programme was opened and conducted at the Institute of Economics of the Polish Academy of Sciences. He also completed a full-time MA programme at Independent University of Business and Public Administration in Warsaw, majoring in Marketing and Management, and in Finance and Banking. He has written more than a dozen research articles. Mr Perkowski started his professional career in 2001 as an intern at the financial department of Dacon Corp. LTD at Queen's University in Canada. In 2002, he started working at the Ministry of Justice, where he was responsible for preparing draft financial plans for the Prison Service’ salaries and wages. In 2006–2018, he was Mayor of the town of Ząbki. He also served as President of the Polish Local Governments Association (Związek Samorządów Polskich), in which he provided training services, and was a member of municipality and county councils. Mr Robert Perkowski holds a function of the President of the Supervisory Board at Krajowa Spółka Cukrowa SA and Member of the Board of Directors at PGNiG Upstream Norway AS.

Odpowiadał, między innymi, za budowę strategii, oferty produktowej, a także rozwój sprzedaży w obszarach energy&utility oraz do sektora publicznego. Pozyskiwał nowe obszary sprzedaży  budował kanały sprzedaży partnerskiej. W latach 2005-2011 był odpowiedzialny za sprzedaż w spółkach branży IT m.in. Innovation Technology Group SA oraz WASKO SA. Wcześniej związany z PKN Orlen SA, gdzie odpowiadał za koordynację wsparcia sprzedaży we wszystkich Regionalnych Biurach Handlu Detalicznego.


 

Krzysztof Hnatio

W karierze zawodowej pełnił funkcje: Dyrektora Oddziału Operatora Gazociągów Przesyłowych GAZ-SYSTEM, Prezesa Zarządu Dolnośląskiej Spółki Gazownictwa oraz Prezesa Zarządu Nysagaz. W latach 2000-2007 kierował realizacją projektów inwestycyjnych o znaczeniu strategicznym dla regionu południowo-zachodniej Polski i systemu przesyłowego kraju, których celem było zapewnienie odpowiednich warunków dla importu gazu z Niemiec i Norwegii. W latach 2008-2015 zarządzał projektami energetycznymi o zasięgu ogólnopolskim, których celem było dostarczanie ciepła i energii elektrycznej w oparciu o źródła kogeneracyjne. W praktyce menedżerskiej zarządzał zarówno regionalną infrastrukturą gazowniczą (na obszarze Dolnego Śląska oraz Województwa Lubuskiego) jak również w rozproszoną infrastrukturą energetyczną na terenie dziewięciu województw (wytwarzającą energię cieplną i elektryczną w oparciu o gaz ziemny). Realizował duże gazownicze projekty inwestycyjne. Inicjator wielu nowoczesnych technik zarządzania oraz rozwiązań strukturalnych i funkcjonalnych w branży gazowniczej. W grudniu 2015 roku powołany został na stanowisko Prezesa Zarządu spółki Operator Systemu Magazynowania sp. z o.o., która w październiku 2017 roku zmieniła nazwę na Gas Storage Poland sp. z o.o.


 

Paweł Stańczyk

He is an experienced manager in the energy and fuel sector. He graduated from MBA Energetyka managerial studies at Lazarski University, international relations at the University of Warsaw and managerial studies at the Warsaw School of Economics. He has been associated with the area of ​​investment and strategic planning for many years. Between 2006 and 2016 he was the Deputy Mayor of the City of Ostrołęka. for shaping the city's spatial policy, environmental protection and maintenance and operation of municipal facilities and equipment. He also initiated and coordinated complex investment projects. Before he was also the Deputy Director for Foreign Investment and Economic Development in the Department of Regional Development Strategy in the Marshal's Office of the Mazowieckie Voivodeship. He completed an internship in the European Parliament in Brussels and Strasbourg. In 2016-2018 he was the President of the Management Board of the Logistic Operator for Liquid Fuels where he was responsible for the implementation of the fuel, energy and transport package in the company. At that time, the company reached the record in the best financial results in history. He noted many successes, among others: successful merger of OLPP and PERN companies and obtaining record turnover in fuel terminals. He initiated an extensive program of building new capacities in key fuel bases, meeting the effects of the effective struggle of the Polish Government with the grey market. He ensured efficient communication with the social side in the process of merging companies, as well as implementing legislative packages. After the merger of OLPP and PERN, he worked for PKN ORLEN S.A. as the Executive Director in charge of logistics. He supervised the logistics of the Group in Poland, Czech Republic, Germany and Lithuania. Companies such as: ORLEN KolTrans Sp. z o.o., IKS Solino S.A., ORLEN Aviation Sp. z o.o. were subordinated to him. He was responsible for the implementation of the Government Policy of the Republic of Poland for logistics infrastructure in oil sector. He signed the long-awaited agreement with PERN S.A. on the construction of the 100 km Boronów-Trzebinia pipeline and also developed conditions for increasing capacity and capacity in supplying fuels through existing PERN S.A. pipelines, especially towards Mościska and to IKS Solino caverns. He also coordinated investment projects focused on building new storage capacities for the company. In 2018-2020 he was the Vice President of the Management Board for development at ORLEN Serwis S.A. (from 11/06/2018) and the President of Board of Directors at ORLEN Service Lietuva. He oversaw the area of ​​sales, purchases, implementation of strategic projects, process optimization, development of the company's operations on foreign markets. Member of the Supervisory Board of Polska Grupa Zbrojeniowa S.A.

Konrad Świrski

Konrad Świrski jest od wielu lat związany z energetyką, optymalizacją produkcji energii i przede wszystkim technologiami informatycznymi dla energetyki, gazownictwa i przemysłu. Jest profesorem zwyczajnym Politechniki Warszawskiej. Od lat wykłada na Wydziale Mechanicznym Energetyki i Lotnictwa. Nieprzerwanie od 1995 roku pełni funkcję prezesa zarządu w firmie Transition Technologies zajmującej się tworzeniem najbardziej zaawansowanego oprogramowania, wdrażaniem systemów automatyki przemysłowej oraz działalnością badawczo-rozwojową. Bartosz Sokoliński

Małgorzata Banasik

She also supported companies from the chemical, new technologies, IT and telecommunications sectors. She participates in international energy and infrastructure projects. She is competently involved in legislative processes, including the implementation of EU regulations in Poland. She co-founded the free market and gas exchange. She represents energy law companies before the President of the ERO. She co-creates documents regulating the day-to-day operations of energy companies, including those related to LNG regasification services at the terminal in Świnoujście, using experience and technical knowledge. She supports clients in capital transactions, mergers and acquisitions, transformations and restructuring. Currently, she is involved in creating new investment opportunities in the public-private partnership (PPP) formula, including institutional PPP. Strong position and activity on the legal market are based on experience in providing corporate services to listed companies and State Treasury companies, as well as many years of experience in investment, construction and infrastructure processes. She has participated in many implementation projects in the IT sector, including SAP systems, also for telecommunications companies. Herkko Plit

The President and CEO of Baltic Connector Oy

plitHerkko Plit is the President and CEO of Baltic Connector Oy, a special purpose company established in 2015 to implement the Finnish part of the Balticconnector natural gas pipeline project and connect the gas networks of Finland and the Baltic Countries. Prior to his appointment to President and CEO in October 2016, Mr Plit worked as the Deputy Director General at the Ministry of Economic Affairs and Employment, Energy Department since 2012. At the Ministry, he was responsible for Nuclear Energy and Fossil Fuels as well as among other duties overseeing the Balticconnector project and the development of natural gas infrastructure in the Baltic Sea region. Mr. Plit holds a M.Sc. (Engineering Physics) from the Helsinki University of Technology (1996).  Mr. Plit has a solid experience in leading financially significant construction projects and has during his career been widely engaged in energy related activities, especially in nuclear. Mr. Plit has acted as TVO´s Responsible Director for Construction in the Olkiluoto 3 project, served as the CEO of the engineering company Fortum Nuclear Services and as the General Manager of Fortum Corporation´s business unit Expert Solutions, which had the responsibility of group overall short-term energy business. In addition, Mr. Plit has experience in the EU Commission and in fusion energy. Currently, Mr. Plit is a member of Fusion for Energy (F4E) Governing Board and chair of Procurement and Contracts Committee. He is also Vice-Chair of the Board of Enersense International Oyj and founder of P2X Solutions Oy company.


 

Peter Putnam PhD, P. Geol

Peter Putnam is a geologist with 40 years of varied global experience at both technical and executive levels. His endeavors have covered the areas of exploration, development, operations, reserves assessments, research and training.  A graduate of Brock University (BSc) and the University of Calgary (MSc, PhD), his career initially began at Husky Oil Operations where he spent 5.5 years in technical and supervisory roles dealing mainly with exploration and development undertakings. For the subsequent 21 years he was at Petrel Robertson Consulting Ltd (PRCL) where he ultimately rose to the position of chief executive and chairman and he remains the non-executive chairman of the firm today. His last few years as an executive at PRCL were focused on the creation of opportunities for new start-up petroleum ventures. Since 2006 Dr. Putnam's time has been spent taking two of PRCL's creations, Osum Oil Sands Corp and Central European Petroleum Ltd (CEP) through the formative concept and into financing, resource capture, and upstream operations.  Peter is currently the Chairman and Chief Executive at CEP. Beyond corporate activities, Dr. Putnam is a past-president of the Canadian Society of Petroleum Geologists. Peter has been a councilor of the Association of Professional Engineers, Geologists and Geophysicists of Alberta and he also served 6 years as an adjunct professor within the Department of Geological Sciences at the University of Calgary. Dr. Putnam is widely published as an author of scientific articles dealing with various facets of petroleum geology.

Martin Hupka

Martin Hupka is chief commercial officer for Sempra LNG. He is responsible for all commercial and development activities in support of Sempra LNG's mission to become North America's premier LNG infrastructure company. In his role, Hupka oversees the identification and development of LNG infrastructure projects and new commercial opportunities, as well as Sempra LNG's operations center.  Previously, Hupka was general counsel for Sempra LNG and will continue to serve as general counsel until a new appointment is made.  Prior to that, Hupka served as assistant general counsel for Sempra Infrastructure where he supported the Sempra LNG & Midstream and Sempra Renewables businesses.  Hupka joined the Sempra Energy family of companies in 2012 as senior counsel in the law department. Before joining Sempra Energy, Hupka was an associate at the law firm Clifford Chance LLP in Washington, D.C and Paris. Hupka received his bachelor's degree in international affairs from George Washington University and his law degree from Fordham University.

From 2008 to 2017 he was associated with the TAURON Group, where between May 2014 and December 2015 he was President of the Management Board of TAURON Obsługa Klienta Sp. z o.o., and from December 2015 to March 2017 Vice-President of the Management Board of TAURON Polska Energia S.A. in charge of Client Services and Sales, where he was responsible for the development of the TAURON Group's offering in the electricity and natural gas segment. In October 2017, he became the President of the Management Board of TGE. In 2016-2017, he was Chairman of the Board of the Association of Energy Trading (TOE), a member of the Board of the Polish Electricity Association (PKEE) and sat on the Supervisory Board of TGE. He is the Chairman of the Supervisory Board of the Warsaw Commodity Clearing House (IRGiT), and since January 2020 he has been a member of the Board of Europex (Association of European Energy Exchanges). Piotr Zawistowski graduated from the Wrocław University of Economics where he earned his master's degree in business management in 2002. In 2007, he completed post-graduate studies in sales management at the WSB University in Wrocław.

Adam Wawrzynowicz supervised the legal advice related to the development of draft primary regulations for activities in the storage and distribution of natural gas sectors – Regulations for the Provision of Storage Services and Instructions for Movement and Exploitation in the Distribution Network. He has represented key companies from the PGNiG Group in concession award proceedings, tariff proceedings, and proceedings for the designation of gas system operators.
